Computer neophyte here! I am looking to see if this is even possible.
The closest thing I can think about would be a service request type of process, but I am not sure.

within power automate, I don't believe there is a way to export the form as seen by the respondent to PDF. You can replicate it with all the information supplied via the trigger action and make it into an email, or catch the link for the response and send it to person 2 who could then view it in forms in the original format.
For completing additional fields, I don't think that's possible with forms. You could take the information from forms dump it into a sharepoint list and then the person can make updates from there.
