I would like to ask, is it possible if we only have one premium licence and create an application in powerapps using dataverse, then it is used by other users who only have a standard licence, is it possible ?

As searched,The users will need to have any of the 3 "Premium" licenses to use the full capabilities of Dataverse in your power apps (Power App Per App per User, Power App per User, or pay-as-you go license). You can use Dataverse for Teams if you just want to use your base Office365 license. The Dataverse for Teams allows for a subset of functionality of the full Dataverse, but you can create tables, columns, relationships and interact with them with Power Apps canvas apps (constrained to Teams environment).
