My license is "Office 365 Business Premium" and from the users I shared the Power APPs App as well.
OAuth2Certificate authorization flow failed for service 'Office 365 (Discovery, Certificate)'. The OneDrive service is not available in your Office 365 subscription. The following Office 365 services are available: Office 365 SharePoint, Office 365 Exchange, Office 365 Exchange, Office 365 Exchange, Microsoft Azure, Office 365 OneNote

Could you please share a bit more about your issue?
Could you please show more details about the one-way authentication error?
Further, do your end users have enough permission to access your OneDrive folder or OneDrive Excel file?
If you want these end users to be able to access your shared app, you must also share your OneDrive folder or OneDrive Excel file (the shared app connects to) to these users.

In addition, please also check if these end users have purchased corresponding Office 365 license, so that, they could access OneDrive functionality.
Note: If you added OneDrive connector as data source in your app, these end users need to create a connection to OneDrive using their personal account when they using this shared app.
