No Apps Shown When Started Offline

When powerapps isn't running in the background and there is no internet connectivity none of my apps pinned to the home screen will open and no apps show up within the app itself.  

 

How does one open apps for the first time when there is no internet?

    Hi @hilliges ,

    Do you want to open the app for the first time in offline?

    I'm afraid it's not supported to do this.

    The offline app actually is powerapps' cache.

    If you do not open that app before, there will be no cache about this app.

    PowerApps mainly works for online app.

    I suggest you open this app for the first time in online, then try to open this app offline.
