Problem getting photos uploaded from a form to attach to a send email action

So I am having issues with a flow that we created.  The attachments show up in the Lists app, however I can't get them to attach to the email that is sent.  The form that gets the pictures allows them to upload up to 3 pictures under the 1 question.  But I still cant get it to send them in an email.  Any help would be greatly appreciated.

    Hi @prandolph ,

     

    You can take a try to initialize an array variable, then append all file names and contents to this variable. Finally, fill the variable into the Attachments field in Send an email action.

    I did that.  And i looked at that link you sent earlier but it didn't help me.  Still stumped.  

     

    But i did initialize the variable and fill the variable into the attachments.  But still didn't work.  I have to be missing something.
