Using a Flow with Email

Is it possible to start a flow that triggers an email, but set up that email to have an attachment? And if I set the attachment, but update the file before the email is triggered, will the attachment be the updated version, or the version that existed when I created the flow?

    this depends on how you are using the flow.

    If before sending the email you are getting the latest attachment then your flow will send the latst attachment.

    If you have hard coded the content of attachment then it will send the version of attachment you specified when creating flow.

    This is because the sent an email function take file content as attachment and not the actual file

    Please review @Rahber 's comment. If that still doesn't answer your question, please post a screenshot of your Flow with your actions expanded, so we can review how your Flow is configured.
