How send a copy of flow to multiple users at a time. Use Case I wanted send a copy of flow to multiple users once in a week. Every time user's are getting changed. Is there any way I could do it in a automated way? Instead of clicking on 'send copy' option. Is it possible through WebApi? If so what is the Premium connector 'HTTP' limit per user? I need a automated way to do this.

I am afraid that there is no web API that could send a copy to multiple users. There is a Web API in Power Automate is share the Flow, maybe you could consider using it to share a Flow to other users after you edit the Flow:

And the HTTP action is Premium connector, if you have one of Plan 1, Plan 2, Per User, and Per Flow licenses, you could use the action directly.
