Using Power Automate to display a document with a button to capture acknowledgement

I am working on an app to track readership & consumption of important updates.
These updates are in the form of word documents, Outlook emails etc and are stored in a folder on SharePoint library
 
I am using a Power Apps Button to run a power automate flow that sends emails to recipients i want to track readership of and on the email, I am sharing the link of the document which they can click on to open.
 
I am maintaining a sharepoint list of these documents alongwith their name and url which i am using as a hyperlink on email that I am sending. So far so good and it is not a problem however the challenge is in the next step.
 
I am looking to have these documents open up on a separate window (Could be within a document viewer, or a Sharepoint page or a power page) and want a button that readers would click to submit their acknowledgement. I want this document to open up outside of Power Apps as a separate window

is it possible to embed the document in a document viewer right in the beginning when I am adding them to my database and possibly save them in another folder and use the link on email
or when my readers click on the hyperlink of the document can i dynamically embed the document in a viewer that would also have a button and opens up as shown above. And the program should also allow me to track consumption.
 
if any of the two options is feasible, please suggest me the steps how to do it .

    A document doesn't have an OnOpen property that could be used to increment a value is a list. 
     
    Perhaps you could roll your own campaign manager, whereby you provide a link for the user to click. That will take them to a campaign landing page, increment the click count somewhere, and then open the desired content. (I think I'd try using a free campaign manager instead. You know when you see &utm= in a link that it's a campaign manager tracking the activity.)
