The approval request has been approved, so it should be in the History.
However there is still the same request in Received.
If approve it, it shows error.
In other words,
The approver received two approval request emails.
however, at that time the flow run once.
I would like to confirm the reason may cause this issue.

This should be analyzed from the backend trace logs with the real Flow ID and Run ID. Which means that a Support Ticket is required to move forward.
Please raise a support ticket to MS support and work with a support engineer to investigate what happens in the backend server: https://admin.powerplatform.microsoft.com/support
