Power Platform Community Forum Thread Details

So I've created a new user in Azure Portal with no licenses or associated groups. I've signed the new users into make.powerapps.com and created a new flow. Without assigning any licenses it has allowed me to build a flow with Premium connectors and actions and save it. When I look at the user in Azure Portal it has been given the Microsoft Power Automate Free license.

My question is, how can an account with a Automate Free license have the ability to add in Premium actions such as HTTP and list SharePoint rows?
