How could I show a row from an Excel table or simply a row without a table to certain Microsoft Teams which are different for each row?

You can create a Power Automate Flow that does the following:
Make sure that your table needs to contain some important information to make this work: column with emailadress of user who should receive the message (this value should be used in the send a teams message action) & the message content (assuming it's different for each individual person).
