Hi. "Copilot options not showing" almost always traces to one of
four layers not being aligned. Enabling at tenant is not the same
as enabling at environment or at app level. Check in this order:
Step 1. Environment-level toggle.
Power Platform Admin Center, your environment, Settings,
Product, Features. Look for "Copilot features" and "AI Builder
preview features". Both must be ON for the environment where
your app lives, not just the default environment.
Step 2. App-level preview flag.
Open your app in Power Apps Studio, Settings, Upcoming features,
Preview tab. Look for "Copilot component" or "Copilot control"
and turn it ON. Save, close, reopen the app. This is the flag
most makers miss.
Step 3. Region restriction.
Copilot in Power Apps is not GA in every region. UAE Central,
Gov clouds, and some sovereign regions still have features
flagged as preview or unavailable. Check your environment's
region in Admin Center. If it says "Preview", features may
silently be missing.
Step 4. Where you are looking for the Copilot option.
To add a Copilot Studio agent to your app:
Canvas: Insert, AI, Copilot control (drop it on a screen). Then
bind the "Bot ID" property to your Copilot Studio agent's ID.
Model-driven: App Designer, add Copilot Studio agent as a
subarea in the sitemap, then enter the agent ID.
If the "Copilot" option is missing from the Insert menu
specifically, that confirms Steps 1 or 2 aren't complete.

a screenshot of your Power Apps Studio Insert menu and I can help
narrow it down further.
