i have a cascading combobox, i want it to be disabled, if there are no values in the items properties, based on the selection in the previous combobox.

Try this in the DisplayMode property of the ComboBox to DisplayMode.Disabled if there are 0 records in there.
If( CountRows(Distinct(...)) = 0, DisplayMode.Disabled, DisplayMode.Edit )
