Powerapps stuck on loading screen for certain users

I have created a PowerApps for users in my environment. I have tested it on 3 different devices and it works fine. Some users are reporting they are stuck in the loading screen. They have cleared their cache and tried incognito but still not working.

 

MFA is configured but i have excluded the app from the policy.
