How to close browser popup in chrome while opening.

I have selected "Close it" for "if a pop-up dialog appears'.
However I still being blocked by:

Please follow the below steps to disable that.
1. Try the Easy Fix:
Open Chrome, type chrome://flags/#infinite-session-restore and set it to "Disabled." Restart Chrome.
2. If that doesn't work:
Close Chrome, then edit the "Preferences" file in C:\Users\<You>\AppData\Local\Google\Chrome\User Data\Default. Change exit_type to "none" and exited_cleanly to "true," then save and restart Chrome.
3. Save the file, and change the attribute to "read only" so chrome can't revert the change.
