Azure subscription if we need to have premium connections inside solutions

if I want to create a production power platform environment that uses dataverse to be able to save solutions and connections to premium planner.. do i need to have a valid azure subscription? if the answer is yes, then will it be a fixed priced or dynamic based on the consumption?

i am asking as when i created a new environment and i deselect pay as you go and select include dataverse , i got an error that i need 1GB of storage. But for the default enviorment i set to include dataverse , and i can do this without getting any error.. any advice?

You do not need an Azure subscription just to create a Production Power Platform environment with Dataverse, tenant already has enough Dataverse storage capacity entitlement from Power Apps, Power Automate, Dynamics 365, or capacity add-on licenses.

What you're seeing is actually a Dataverse capacity issue, not necessarily an Azure subscription issue.

If Available Database Capacity is near zero or negative, that's almost certainly why the Production environment creation is failing.

Navigate to the Power Platform Admin Center → Resources → Capacity Look at:

Database capacity

File capacity

Log capacity

Available vs consumed storage

You only need a Dataverse capacity add-on based on the error which you provided which can be provided by your admin.

Based on your description, this is most likely a Dataverse capacity issue rather than an Azure subscription requirement. I recommend:

Check your tenant's available Dataverse Database Capacity in the Power Platform Admin Center.

Verify that qualifying Premium or Dynamics 365 licenses are assigned and contributing capacity.

Only consider enabling Pay-as-you-go if you intentionally want to use Azure for consumption-based billing or need additional capacity beyond your included entitlement.

Hi @johnjohnPter,

Dataverse default environment comes with pre-assigned Dataverse capacity - enabling Dataverse there doesn’t prompt for storage allocation.

New environments require available Dataverse capacity in the tenant or need to enable pay-as-you-go billing to avoid the 1GB minimum storage error.
