I saw a similar issue you guys posted a few years ago.
I'm having issues approving Flow. I'm getting this error when I click approve or reject "Could not complete requested action. Please try again later.". It was working last week but now I can't seem to approve or reject anything.
Has anyone encountered this issue?
I have updated the security roles to be System Administrator and it still did not work.

There's an debugger add-on you can install in your Outlook (I have used it on desktop)
Install the add-on and execute the flow again, then, when the email arrives click on the "Debugger" button located in the "Home" section of the ribbon in Outlook:
There should be a few sections with information
Check if the Diagnostics section provides any relevant information,
