Does creating a custom AI model fine-tune an existing model or build a whole new model?

Hi Team,
 
When I create a custom AI model (specifically text classification), does it build a new model when you do the training, or does it fine tune a model that already exists (created by Power Automate's AI builder)?

    When you create a custom AI model, you are starting with no data and you will need to add the data you want the model to be trained on.
