In what way do you mean multiple users? Only one user can actually open the App to design mode at a time.

Do you want multiple users to be able to edit same PowerApps app at same time?

If you just want multiple users to be able to edit same PowerApps app, I think the "Share" functionality within PowerApps could achieve your needs.

On your side, you could consider share your app with other end users with Co-Owner permission, then other end users could also edit your app.

If you want multiple end users could edit same canvas app at the same time, I afraid that there is no way to achieve your needs.

Currently, within PowerApps, it only allows single one person to edit same app once time. If the multiple users edit same app at the same time, the rest of users would face Conflict error.

With PowerApps becoming more and more complex and bigger, the need for multiple developers to edit / update the same PowerApp at the same time becomes more and more prevalent, just like C# development where there is a plethora of tools to support multi-developer development eg GitHub and Visual Studio Teams. PowerApps (and Flow) is, like it or not, going to be another developement language.which requires multiple developers working in a collaborative way on the same PowerApps App. Hopefully, PowerApps and Flow will find their way into the next version of Visual Studio. Until that happens, there is the need for multiple developers to develop the same PowerApps app. Is there a way of this being made available.

Currently, editing same canvas app at the same time is not supported in PowerApps.

PowerApps is still very much considered a no-code designer platform. So, since there is not really any code involved, there has to be a different approach to the ability for multiple people to design the app at the same time. I could envision such a thing, but don't see it on the near-term considering what I mentioned above.

Definitely check out the Idea Forum. There are several ideas on there in regard to this. Some with a pretty good amount of votes as well.

Power Apps just released a feature to allow multiple developers to work on the same canvas app at once. Check the article below for full setup instructions. It was too long to write in a single forums post.

You can have this feature to allow multiple developers to work on the same app at the same time. You need to link the App with GitHub. Go to settings and go to the experimental tab.
turn on the toggle and it will display a new tab "Git version control". Connect your GitHub account with it. Ask other developers to use the same credentials to edit the form. It will appear a sync button on the edit to sync up other changes.
