Is it possible with Power Apps to create a new screen but then appear as a site panel like this:

Yes, this is possible. One way to do this is to use the Panel control from the Creator Kit.

I am not aloud to install is there also another way?
The only other way is to build the panel yourself by adding a rectangle to the right of your screen, adding the controls ontop of it, and grouping the controls. You can then show/hide the panel by setting the Visible property of the group.
