Create File in Sharepoint With # or % Symbol.

According to the TechNet article below, SharePoint is now able to accept file names with # or % in the name. I have went through the steps to enable this in SharePoin, and it works. However, when I use my Flow to create a file in SharePoint it will not work unless I remove the # sign. Please advise.
