I have complaints from my users that pressing the approve button takes them to the action center rather than just approving. Upon closer inspection I noticed that the actionable email only works in the reading pane, while if you double click an email (which apparently most of my users do) it opens it in a new window in a "Message (HTML)" mode. Is there a way for me to enable actionable emails in this "popped out" window?

I'm agree with @Pstork1 's suggestion, it is not supported in Microsoft to choose to make the response directly in the email without going to the flow approval center.

To the best of my knowledge there is no way to make that HTML browser view an actionable message. There simply isn't support built-in for that. The solution is to train your user's. The actionable buttons on the approval only work in a limited number of email clients or Outlook web client.
