I'd like to create a new MS365 user using PowerAutomate.
And the user information (e.g. license of the applications, request a password change) in the user template is used to the new user.

I had a look at the user templates feature:

As far as I am aware there is no Graph API method or other type of API to interact with these templates.
As a workaround you could add the logic of your user template into the flow, that should be possible though.
