As the title says, is it possible to manually upload an image to the "Site Assets/Lists/ListID" library?

I have a flow that takes an image from one list and moves it to another, but the image won't appear in Power Apps because it's being referenced in the previous list's "Site Assets/Lists/ListID" library. This is all using the Image column in SharePoint. I can see the image in SharePoint just fine, but not in Power Apps because of the wrong list library ID.
