I have a PowerApp that we would like to make public so that anyone in our Lobby can use it. How would I go about setting that up?

Generally no. You can not make a Canvas App public.
You can invite people as guest users to your org, have them accept the guest user invitation, and give them the permissions & licensing to access the app.
But if you just want an app for your lobby, I would suggest running it on a dummy or service account & just have additional fields where people can input their information like their email address so you can track who is who that way.
Or did you mean a virtual lobby?
Sounds like MS Forms would be a better fit for you.
