what you can do is restrict the access by the IP, but for sure VPNs etc. will cause a problem than.
Other thing you can do is hand out invitation codes. So only users with that specific code can use your page.
To overcome the pricing model you could use another platform and handout the codes or use that page on google just to skip the license issue you worry about.
Depending which page you usually use, Homepage etc., you could use that one for your purposes and later work with the power page.
