I hope I am coming to the right spot. In Excel, I am trying to figure out how to send an email to one email address if any cells in one column say "ACTION REQUIRED" and to another email address the cells say "ACTION COMPLETE." Is this possible?

Do you want to send an email based on the value of excel cells?
You could use condition in flow to judge if the value of excel cell matches the condition, if yes send email.
