Power Automate: Authorization error on shared mailbox in Exchange

I'm setting up a flow in Power Automate using the trigger "When a new email arrives in a shared mailbox (V2)". I have read and manage permissions on the shared mailbox assigned from the Microsoft 365 Admin Center, and the mailbox is already visible in my Outlook.

 

When the flow runs, I get this error:

 

"You are not authorized to perform this operation. This error can occur in sandbox (trial) accounts or if the Exchange server administrator has disabled OData operations."

 

  • Environment: Microsoft 365 Business

  • The shared mailbox does NOT have a license assigned

  • Permissions were assigned  full access

Is this an OData permissions issue in Exchange, a propagation delay, or is there something else to configure? How can OData operations be enabled from the Exchange admin center?

    If "Full Access" was assigned to you recently, it can take while this change to sync to the Power Platform. 
     
    A shared mailbox can store up to 50 GB of data without assigning a license to it. 
     
    Try: deleting or refreshing the connection reference, either in the Connections menu or the settings for the action:

    After assigning permissions, it can take up to 24 hours for changes to propagate (Delays in provisioning) fully across Exchange Online and Power Automate services.
     
    <cite>The service typically takes less than 30 minutes to provision a user or to sync changes for a user. However, in some situations these processes can take up to 24 hours. </cite>
     
    In case the tenant is in GCC - need to confirm with MS support if OData operations are restricted or require any special configuration or not.
    Sometimes some Exchange online tenants or GCC tenants restrict OData operations and disabled for security or compliance reasons.
     
     
    Regarding the permission-things need to be aware of:
     
    The user who is running the flow must have Full Access permission on the shared mailbox (usually assigned vai Ex. Online PowerShell or the EAC (Ex. Admin Center). Hence, user should have Folder Visible permissions on the mailbox root and Editor or higher permissions on the Inbox folder. Please note that sometimes, assigning Full Access alone is not enough; you may need to explicitly set folder-level permissions on the Inbox and root folder.

    Issue

    Power Automate returned an authorization error when using the “When a new email arrives in a shared mailbox (V2)” trigger, despite the mailbox being visible in Outlook.

    Cause

    Full Access permission had only recently been assigned and had not yet propagated across Exchange Online and Power Automate. The unlicensed shared mailbox was not the problem.

    Fix

    Grant the flow owner Full Access to the shared mailbox and allow up to 24 hours for the permission change to propagate. Refresh or recreate the Power Automate connection if the error persists.
