Send email based on whether an excel row and column has been updated based on date

Hi, 

 

I have a resource excel file that is updated every month for 3 months in advance which is send using a flow for people to update. 

 

I want to send an email based on columns that have not been updated to the various people or people that have not accessed the file, and I am not sure if this can be done or not so asking here.

    does the fields which is not meant that it is empty before ?

    The columns and rows will either be blank or have a 0 there. The resource planner requires to have a value greater than this. Can this be done via flow instead of manually looking if a value has been input.

    One more question - does the user who updated the excel row would be present as column in excel sheet ?

    Also is there any unique identifier in the excel sheet , also do we need to send email to user along with which columns need to be updated within the row ?

    Yes, so there is a column of accountable person emails then several rows from that column for the various roles they are carrying out, and then several columns for dates so they can input their resource capacity against the roles for that month.
