Help with connecting to teams and excel

I would like to connect to a teams channel which contains a spreadsheet and then to sent an email the day before at 16:00 to the person in charge of that location if a particular cell states tomorrows date. 

 

I hope that makes sense. Due to limitations I cannot use Macros.
