Flow looking up user from Sharepoint List not working

I have  a flow that is matching the email address of the submitter to the email address on a sharepoint list and then pulling in corresponding fields like the "Group Recipients". For a single user, I am reciving an error and can't determine how to correct it. It is working fine for everyone else and even worked for this user a few days prior to this failure.

 

The flow fails at line 42, which is the line that submitter is at in the Sharepoint list so it is recognizing that it found her. However, I get the following error at the create item step: "status": 400,
  "message": "The specified user Jones, Kimberly could not be found.\r\nclientRequestId: 0b8890c8-4f45-4d57-86b8-f00c5c4be216\r\nserviceRequestId: 0b8890c8-4f45-4d57-86b8-f00c5c4be216"
}

 

If you look at the screenshots, below, it looks like it did find her and is even attempting to pull in the Group Recipients and Assigned Approvers based on her name in the Sharepoint list. But the flow continues to fail so none of the information is saved.

    Can you post screen shots of your Flow?  Seeing at least the Get Items and Create Item actions would be especially helpful.

    @ScottShearer I have included more detailed screenshots! I also went back and resubmitted the flows from this user that worked a month ago and those are now also giving the same error.
