When I try to share a Power Apps with an end user, the option to assign the Dataverse data permissions is not available :
Please note that I made sure to add the user to the Security group of the environment as well as assign the proper Security Roles.
it is not showing to you because the user already have the roles, int that case it nos necessary to set again.

When you add a Dataverse table to your app, the share screen will offer you a quick selection of security roles. By default, a table will be for the "Current Environment". However, it is possible to select tables from other environment. When built in that fashion, the quick selection of security roles will no longer be available.
Role will have to be shared using the admin console for every table in their respective environment.
