Not sure if I'm asking this correctly but I'll have at it!
I'm using powerapps to create an app so that customers can submit requests to me and team for review. I have forms included in the app (great). Here's the hard question...can I merge the data from the form fields in powerapps in to an outside, form?
Hi, you can use PowerAutomate to get the form response and read the inputs into your data source that your PowerApps is using. then in PowerApps you will see both internal and external forms as they are all stored in the same place.
Not sure I understand your question sorry.
Perhaps you can consider using Forms instead of PowerApps to get your Customers to submit requests (can include files for you to review too).
You can then use PowerAutomate to process form responses, feed data into SharePoint list or even Excel file which you can then use in an PowerApps app to manage these requests...

@C-Papa I have an external form that I'd like data to flow to, from powerapps and/or sharepoint.
@bnerd Not quite... I'll try to be a little more clear. I used excel once upon a time to build data, then mail merged the data in to a formatted form in word. Converted it to PDF and presto! Is there a way to use the data from my sharepoint list and mail merge it in to a pre-formatted form?
You can use PowerAutomate to create PDF documents (prefilled forms from existing data). You'd need to use premium connectors to create documents from data into Word template before you convert it to PDF.
