How to embed a pdf's content into an email?

As seen in the pic attached, this is my current workflow that automatically sends an email with a pdf attached to people who submit a response on our office forms. However this pdf is only shown as a attachment. Is there a way to embed the pdf's content into the email body so its automatically viewable without having to open the attachment?

There is no way to embed pdf content directly into the body of an email, but you could consider converting the pdf file to a list of images and then inserting it into the body of the email.
I have a test for your reference.
In my scenario:
base64(outputs('Get_file_content')?['body'])
This is a document link that converts PDF to image list, please refer to it.
