Instead of using two separate trigger conditions I think you need to combine them inside an And(). The way it is now I think it fires separately for each trigger condition you have entered.  Thats why its triggering twice.

Trigger conditions don't work based on the fields you use in the trigger. They run whenever the conditions evaluate to true regardless of what field was updated in the item. If every time the item is updated, and IsDelete is false, and the status is Draft, the flow will trigger again. If you don't want it to trigger again, once the flow runs you will need to update either IsDelete to true or change the status to something other than draft.

Thanks a lot for your kind inputs.

Actually, our flow has trigger conditions when item is not deleted and item is not saved as draft, please refer the below powerapps dashboard,so we would not be able to set trigger condition isdelete =true and change isdraft so we have this flow for approval criteria so once the form is draft status we cannot send email for approval logically so i would request if there are any other condition we could set it addition to the above one such that whenever we modify the sharepoint list fields we would not trigger emails unnecessarily.

You may set any condition you want when the flow runs. It just needs to do something to prevent your flow from triggering again. You could add a Boolean field named "DraftNoticeSent" and set the default value to false. Then when the flow runs, change it true. You can then add a trigger for when DraftNoticeSent is equal to false.
