Power Automate Teams Message Limitiation

Hello,
 
I have a simple flow that retrieves a list of users and sends a message via Teams workflows chat.
However, messages seem to be sent to only 20 users every 5 minutes. Is this some kind of limitation? Is there a way to send them faster?

    I found the following in the Teams connector documentation:
    Maximum users per chat Create a chat When you create a chat, this action can handle a maximum of 20 users per chat, but doesn't have support for guest users.
     
     
    I can't find documentation on the 5 minutes, but it does make sense that there would be some type of throttling.
     
    You might try looping through and send individual messages to each user.  It's ugly but it may work.

    In fact it is not a teams chat but a bot flow
    Does it make a difference?
