I'm opening a Form in View mode and am unable to add a border to it or any of the fields within. I can do all of that when it's in Edit mode, but not in View mode. Anyone know how I might be able to format my View form?

Put the form in View mode and set the missing-border DataCard's DisplayMode property = DisplayMode.Edit. This should turn on the border of the DataCard.
This is just a temporary quick fix and hopefully Power Apps Team will fix this bug hopefully soon!
Instead of using View mod, use Disabled. It has the same properties as view but you have a border and can change the color of it and also the text and background to look exactly like it is in Edit mod
