Power BI Data Driven Alert can only be tested once, after that I get 429 error

I have a flow that is triggered by a power bi data driven alert. After much testing I found that I am only able to test it once, any other time after that first test, any subsequent test fails on that first trigger step. I discovered that if I go back to power bi and delete that data driven alert and re-create the alert, then go back to power automate and re-link it to the new alert, then it works, but only on that first test. So if I'm working on flow steps below (condition, run query against data set, send email, etc) and make any changes to the steps below and need to test, i have to delete and recreate that data alert trigger for it work. I've waited over an hour between tests, and it still fails. Any ideas why this happens? Any fixes?
