Reference a previously submitted Microsoft Form Dynamically

Hello, I have a Microsoft Form set up for requests. After submitted, the answers are populated into a Microsoft form, within a newly created unique folder. 

 

We have additional questions that I want to send to the requester later on with another Microsoft Form. 

 

Is there a way to take the answers from the follow-up/second form and put them into the folder of the first's answers? 

 

My only idea was to pass UTM parameters in a link when sending the second/follow-up form, but I don't think Microsoft Forms supports that function. 

 

And ideas or different ways I could accomplish my goal?

    The sole method I am aware of for accomplishing this is by utilizing a Power Apps form.
