Hello,

I need to post adaptive card in the Microsoft teams bot built using power virtual agents. The bot includes a flow which posts adaptive card into the bot conversation.

Now, the problem here is the adaptive cards are displayed and they are working fine to only some users. And for the other users, the bot is sometimes displaying the adaptive card and sometimes displaying the error message "Sorry, the bot can't talk for a while. It's something the bot's owner needs to address. Error code: 2003". All the users have the bot installed and the permission granted to use bot. I didn't get what is the exact issue.

Do the userids need any additional privileges to use adaptive cards?
