I am afraid currently this is not achieveable through the Facebook cocnnection in PowerApps.
Under PowerApps, the Facebook conneciton only have the function related with My Timeline or posts:

For Microsoft Flow, also the Facebook conneciton is not available.
But you may take a look at the HTTP webhooks, which we could take use to get the messages:

Sorry to say that currently I am not familiar with that part, the proper idea I could think out is the following:
Use webhooks to check message received, then add condition to verify the special restriction, then take use of send notification.
Besides, would it be more convenient to install a Messenger Mobile App?
