Delete button disabled to delete an app on Power Platform Admin Center

Hi all,

 

I have an issue about power platform admin center, an user install a portals management app and now he can't delete it. Even infra analyst with an global admin permission doesn't do it. Someone already have seen this scenario? In attach follow the image with a problem.
