When attempting to create a new dashboard or edit an existing one, the dashboard designer does not load and a popup window opens but also the page fails to load. the page in the popup window seems to be pointing to Dynamics help page.

I just tried to new dashboard from default solution while didn't met the issue you mentioned.
Could you share more details like screenshots on your mentioned 'pointing to Dynamics help page'Have you ever tried to go to PPAC to login in your environment to add dashboard from classic solution panel?

I did try adding the dashboard to an entity in classic mode and the same happens. Also tried on both chrome and edge, same thing. here is a screenshot of the popup:

same thing is happening when:
- trying to edit a Card form
- Switching to classic view when editing a main form
- Adding a chart

I would recommend you to turn off application “open in application mode” in the Power Platform Admin Center like following short cut and have a try again. Thanks.
