If i have a multi-field validation in SP List, how can i tell SP List to hold on the validation until the submit button is clicked so that all 4 fields as evaluated simultaneously?

How do you mean "validation" in this context? Are you just looking to punch in values into the four fields and press a "Submit" button to update your list? Or are you looking for some other kind of check to be taking place before you submit anything?

So, this solution works with a fresh list but not a copy of the list? It reads also like you're having to update a number of components when you make these copies? I also see comments on some expressions/calculations you must have in place?

There may not be much we can say to replace the trial and error that comes with this kind of work. If you're running into something specific with this configuration that's a repeat blocker, we can try to guide you through that.
