Scheduled Power Automate Flow Not Running

I have built a scheduled Power Automate flow that is sends out an email. The flow functions properly when it is tested/run manually, but it is not triggering on the schedule that I laid out in the recurrence block. The flow status is "On" (screenshot below).
 
I wasn't sure if it could be a time zone issue, as I am in Central Time, but during daylight savings, my area is in UTC-5.00. I understand that it is not required to enter in some of the time data in the recurrence block (screenshot below), so I have tested with both. It does not matter if the report comes at a different time during daylight savings or not, but it cannot break every time time zone changes.
 
I understand that the time format changes whether you include the time zone or not, but I am currently abiding by those requirements.
 
Is this a bug with Power Automate, or is there something wrong with my recurrence block?

    When do you want it to run?
    The time zone is based on UTC so it doesn't matter what time zone you are in.
    Did the flow give any errors on the last scheduled date?

    Just to clarify, did you mean to trigger it 1 time every 2 weeks?
     
    And if you look in the History do you see anything at all in those 2 weeks?
     
    lastly as you sure you have another available license to yourself since it requires you too and I dont know what license model your company has if its per flow / per app or premium etc.

    Yes - it is meant to run every two weeks. It has never run on its own. It successfully run when I manually tested it on March 5th, and then it was supposed to run on its own on March 20th, but it never did. I played around with the time zone & tried to schedule it to run for 10 minutes in the future so I could see if my changes solved anything, but I never got it to work. So, on March 28th, I manually ran it again. There have been no errors on any of the scheduled dates as you can see.

    I would like it to run at 10:00 am CT every other Thursday.

    You should set it to your timezone, don't change it to another due to Daylight savings, just pick your own. you would have been setting it to run at a much later time with what you configured.
