A user is able to access dynamics 365 apps and custom model driven app without a license assigned on a trial environment.
The user is not an admin. No admin roles assigned to the user. Can anyone help me understand, how is it working?

Are you saying the User has no PowerApps license assigned, right?
Since the user have access to the Dynamics 365 apps, I prefer to believe the user has been assigned with Dynamics 365 license, which may also have PowerApps use right included. Could you please go to Office365 Admin Center to check the License of User.

To supplement on the previous post, is the trial environment linked to a security group? If so, that might be the reason if the user is part of that group. Can you also check what type of license is assign to those users, it might not be directly Dynamics 365 license but a Power Apps, E3 or E5. Thanks
