Flow Error; Check Parameter -for certain user

I set up an MS Flow for our report users to remotely refresh their PowerBI reports using their Power Automate Mobile Phone App. However, there’s one user that is not able to refresh his report with error message below:

We already tried several troubleshooting processes such as reinstalling the app, removed and added back the user in the user list. Yet there’s still no progress in the situation.

    Your user must have more than Viewer role in the workspace.

    My user has a "Read" access as well as the other users. But only this one user is having an error and the rest of the users are ok.

    That's not what I meant. Check their permission in the workspace.

    Yes, i'm talking about powerbi workspace  permission. Access has been given via distribution list. other members of the distribution list are able to refresh the report except for this one user.

    There is no "Read" access to workspaces. Viewer, Contributor, Member, Owner.

     

    There is a difference between report, dataset and workspace access.

    That is app access, not workspace access.
