How Can I tell at runtime what device an app is running on?
Currently there is no function available for PowerApps to get the Device information, there is an idea submitted on this:

This is such a trivial request and MS have not provided it for over two years. It cripples our ability to create some dynamic functions in forms based on the device. When is MS going to opensource this product so we aren't crippled for years. This 'app' technology is soooo far a step backwards its incredible.
