Please point me in the correct direction - How to copy/sync PROD to multi dev environments offline

Very New to Power Platform in beginning stages of converting from on Prem to Cloud. (just got our sandbox)
I have been tasked with finding out how we would continue to refresh PROD org to muliple DEV environments 
Currently on CRM Microsoft Dynamics 365 v9.1 on Prem
we have a PROD environment, TEST environment and 5 DEV orgs.
We routinely copy PROD and reimport them over all the others (which sounds like it may now be called a 'sync')
can anyone point me to information that would explain how this is done?

    You never specifically asked our question, you allude to it. But please try to do this in the future.

    I am new to Power Apps, and I am trying to understand how do you sync from Prod to another environment (being Dev or what you call test meh)..
     
    Then explain you have on premis etc.
     
    Ok,
     
    In D365 Online, you would not want to "overwrite your dev" with Production. That's not a great ALM at all. Because you will be building Apps in Dev and if you overwrite Dev with Prod, you will lose everything, you are working on.
     
    Syncing you Data to UAT (user acceptance) makes sense but... if you have dedicated Dev's its a bit more of a process (to do ALM correctly).
     
    If you just want to Sync it.
     
    1) Export Prod
    2) Import it into Dev or Import it into a "new" environment as a Dev environmet is not something you put prod on, because a true Dev environment is not the same as a Sandbox (test) or a secondary Prod.
     
    anyhoo..
     
    I'd love to understand what your Companies Goals and needs are beyond just saying overwrite an entire enviornment.
     
     
     But if you are absolutely going to do this, you don't need Dev environments you need Sandbox.

    i thought i explained it correctly.
    we are currently on prem v9 but moving to the cloud/power platform and have recieved sandbox enviroment
    we currently have a PROD, TEST and 5 DEV orgs.
    we currently routinely copy or PROD org and reimport ALL data over the others to sync (make all the same)
    this is to ensure continuity between the orgs
    our developers have a method to reimport their work and we dont lose anything they are working on.
     
    i have been asked to find out how this will be accomplished in the cloud with power platform but have not been successful in finding so i thought i would ask here.
     
    the question is HOW would this be accomplished???  or can it even be accomplished?
    was thinking maybe youtube or other links to finding out
