How to use Power Automate to perform daily check on all 200 location's reporting status

Our company has roughly 200 locations across different regions with both union and non-union employees, need to build a strike report system in SharePoint Online for M365. If strike occurs, requires each location report two times a day.
1, Need an intake form for Daily Reporting & Daily Strike Log (by Region), not sure use PowerApps or SharePoint list (Export to Excel form) ?
In the intake form, require a drop down menu lists for pretext selections, and also allow users to manually input if drop down menu lists do not have properly items
2, Need to view all daily status (Reported, Not reported, Reviewed, Action required, Completed, etc.), should use a list or Power BI?
3, can we use Power Automate to perform daily check on all 200 locations to see whether each location report two times daily, and show or notice admin if any location have not completed report yet, also send remind email to location office. Not sure whether it is possible?
